It is pound=pound.
You need to weigh a flake of your leaf hay and match that to your soaked weight cubes.
Also, you may want to look into having a qualified dentist check his teeth, if they hurt so bad he can't/won't chew, then a mash diet may be better suited for him.
You can also look into bagged hay Denge and Lucerene are both great companies and put out diferrent balanced rations.
They are chopped to 2-3" lengths which is enough roughage, but can pass through the digestive systems without being broke down further.
Beet pulp needs to be soaked well for these types.
