If he has been cut he will just have an empty sac of skin, and you should be able to see a scar if he's been cut. Lol, that all depends on how close he lets you get to his daddy parts though. The testicles go up and down a lot in the first few years. How is the weather in Arizona, still a little chilly? If so, when it's cold their testicles will be snugged up for warmth. Sometimes they're just high and smaller. How tall is this colt? Maybe find a diagram for teeth and see which teeth he has? Do you know if he's had wolf teeth removed?
