Ditto to what Jen said. Yes they can certainly pull them up especially when it gets cold. You should be able to tell though if he has been castrated. If he has his man parts pulled up, there will still be a wideness there if he has not been castrated (from inside hind leg to other inside hind leg) and if he has been castrated, there should be just two narrow folds/slits of skin behind his sheath that are so close together that they almost or, do touch.
