What is up with Bay Meadows? I read that 25 Deaths or related track injuries occured last season?

Bay meadows is still on dirt and it seems the owner wants to develop it for housing so he isn't going to put down the bucks to get the new SS.

But why are the owners still racing there if his track is so bad?

Does anyone know what the average deaths or injury realted deaths per season are on a basis?

Just wondering. What is would compare to in other fields.
