Default ^^ Horse has problem with a crop?

At my local horse stable, a horse name Drew has problems with a crop. When someone hands you a crop, he'll spins around and kicks the person. How do you handle him?

Sounds like the horse has been mistreated with a crop. He is Saying loud and clear that he doesn't want that used on him. My solution don't use one. Is it needed or is it just part of the riding equipment?

I would work him on the ground with it. Rub it all over him and show him it's not going to hurt him. Make sure you are using it properly (not abusively) in the saddle as well.
