sounds like one of the first signs of a cold. is her nose runny and/or does she have a fever?

That could always be from a cold, some sort of debris stuck in the eye, or moon blindness.

Her suddenly coming up with both eyes running does sound more like it's a cold as CK said.
Let us know what you find out!

I think it is the sign of cold and may be she have infection in her eye. You have to ask the doctor and take your horse with doctor. He give you the better advice for this reason. I think you no need to worry about it because it is not a serous problem.

If you see color change on the actual eye itself, you need to get an Vet out and not wait.
Eyes can go from sort of to extremely serious in a matter of hours.

Slightly puffy but clear discharge, extremely watery are typical allergy symptoms.
Wash her face really well w/ plain water and try using a fly mask, this should help.
If in doubt keep her in as sun can aggrevate.

I would ask your vet for sure. If it is nothing too srious terramyacin is a great eye medication for minor eye issues. Not a vet!

Lots of great suggestions and possibilities.

Allergies is the first thing that comes to mind - especially with the mild winter we have all had.

Allergy season is ramping up early in my area of the Southeast.

Something else that will make the eyes matter and water is insulin resistance.

I have two horses with metabolic issues. Only one of them gets the watery eyes and puffiness over/under the eye. I had someone try to tell me this horse had blocked tear ducts, glad I didn't listen to that.

His watery/mattery eyes are when I know it's time to put the grazing muzzle back on.

The grazing muzzles went back on last week, which is really early but the grass in the barnyard is magically almost two feet tall, so the pasture grass is rich in sugars & fructans.

Point-being, there are several things that could be causing the excessive watering & mattering, so it's best to not second-guess anything with the eyes.

Call the vet

This looks like she could have a pollen allergy.
My mare gets these symptoms

hiding her head in hedges
head shaking
eyes watering
eyes looking a bit swollen and puffy
wanting to rub the face a lot
slightly more than normal amount of discharge from her eyes
